California Scales Back Hydrogen Dream


Cal­i­for­nia reg­u­la­tors real­ized they can’t strong-arm automak­ers into meet­ing sales goals for hydro­gen or zero-emis­sion vehi­cles (ZEV). In its fourth ver­sion of a ZEV man­date launched in 1990, Cal­i­for­nia will now require six automak­ers to pro­duce 7,500 ZEVs by 2014. That’s a drop of 70% than the 2003 man­date. But now automak­ers must step up pro­grams to sell plug-in hybrids.
