Red Tape, Corruption Could Impact Russia’s Cash for Clunkers

Russia’s Cash for Clunk­ers pro­gram could fall short of its goal due to red tape and cor­rup­tion. Deal­ers have to pay cus­tomers for old vehi­cles, then reclaim cash from gov­ern­ment. But deal­ers are wary of the process. Gov­ern­ment is offer­ing 200,000 vouch­ers worth about $1,677 toward pur­chase of a Russ­ian-built auto.
